Environmental impact analysis of the Dutch Framework Agreement on Packaging

In this analysis, the environmental impact of the overall package of measures defined in the Dutch Framework Agreement on Packaging (FAP) – including possible abolition of deposits on large PET bottles – is compared with the situation prior to the FAP (2012). The analysis was performed by the research institutes TNO and CE Delft.

In this environmental impact analysis of the FAP, which is scheduled to run from 2013 to 2022, several scenarios were examined using standard Life Cycle Assessment methodology. The main conclusion of this LCA analysis is that the overall package of FAP measures leads to environmental gains in 2017 in all the scenarios, with the gains clearly increasing by 2022. The bulk of the environmental benefits derive from the agreements on recycling of plastic packaging waste.
