EU Directive 2014/94 seeks to reduce oil dependency by promoting infrastructure for alternative energy carriers. From this directive follows an obligation to assess the need for shore-side power provision for marine shipping vessels and marine ports.
In 2016 by the latest, all EU member states must have developed a national policy framework on this issue setting out national targets and other objectives. As part of the development of the policy framework for shore-side power supplies for marine shipping, CE Delft has used an existing model elaborated in the past for the World Port Climate Initiative (WPCI) to develop a computational tool that provides insight into the costs and benefits of shore-side power supply and associated factors. As part of the development of the policy framework, this model has been updated and extended at the request of the Dutch Ministry of Infrastructure and Environment.
The model calculates the financial costs of a shore-side power project compared with use of diesel fuel in the port, based on numerous parameters that can be varied at will. It also includes an option to calculate the external costs incurred (e.g. air pollution). The tool thus provides insight not only into the cost-effectiveness of shore-side power, but also into the social benefits of investment therein.
The model was presented during a stakeholders meeting on development of the national policy framework in December 2015.
