Introduction of a deposit on one-way beverage packaging: an impact analysis

At the request of the Flemish environment minister, Joke Schauvliege, the Public Waste Agency of Flanders (OVAM) commissioned Technum, SuMa Consulting and CE Delft to investigate the cost and impact of possible introduction of a deposit system on one-way beverage packaging in Flanders. In this report a number of scenarios are developed for a deposit system for various kinds and sizes of packaging (cans, bottles, cartons) involving varying number of collection points and so on. The cost and impacts of these scenarios were then elaborated in detail, with CE Delft contributing mainly the cost estimates. The results of the study were extensively discussed at several stakeholder meetings.
