Sustainable Heating and Cooling: Focusing on EU Level Policy

Local and Regional State of Play and Policy Recommendations

This study aims to support the EU Committee of the Regions (CoR) in their work relating to the European Commission’s recently published heating and cooling strategy and the EU’s Energy Union policy. The study suggests EU-level policy recommendations, focusing on the role of local and regional authorities in the development and implementation of innovative heating and cooling and Combined Heat and Power (CHP) projects. CE Delft was leader of one of the tasks, which involved drafting an overview of relevant EU policies, and was responsible for one of the four case studies, to assess the district heating system of Purmerend.
