Manual for sustainable procurement of PVC piping

For some time now, sustainable procurement has been an issue for local government agencies such as municipal and provincial authorities and water boards. Agreement has been reached that as, of 1 January 2015, all such agencies are to have 100% sustainable procurement policies in place. But how is that achieved in practice? Many (local) governments are still wrestling with how to assess the sustainability of products and projects, particularly their environmental impact. This also holds for projects involving procurement of sewage pipes, a good example of an activity where government agencies can achieve environmental progress through sustainable procurement.
