Increasing the market share of both rail passenger and freight transport can potentially contribute to improved accessibility, reduce road congestion and reduce the environmental burden and climate impacts of transport, if sustainable energy is used for propulsion. The Community of European Railway and Infrastructure Companies (CER) is interested into what drives the modal choice for rail transport.
For this reason, CER commissioned CE Delft to conduct a literature review on the modal choice of transport users both in passenger and freight. The objective of this study is to get a better understanding of the criteria that transport users in different market segments in both passenger and freight transport use for choosing rail transport or a competing transport mode. In addition, future opportunities and challenges, either endogenous and exogenous, for rail transport until 2030 have been identified.
