European transport decarbonisation and EU policy expertise

CE Delft supports European institutions, governments, sector organisations, NGOs and international consortia with research and analysis related to European transport decarbonisation, renewable transport fuels, green logistics, modal shift and sustainable mobility.

We support evidence-based policymaking and practical implementation across all transport modalities in a rapidly evolving policy landscape shaped by industrial competitiveness, energy security, resilience and strategic autonomy.

 

Our experience includes work for and with European Commission services such as DG MOVE, DG CLIMA and DG ENER through framework contracts and collaborative studies. We also , as well as work involving the European Environment Agency (EEA), Joint Research Centre (JRC), the European Investment Bank (EIB), European Parliament-related activities, sector associations, NGOs and international consortia.

 

CE Delft also participates in European collaborative research and innovation initiatives, including Horizon Europe, LIFE and studies related to TEN-T and the Connecting Europe Facility (CEF).

EU projects, consortia and funding
In addition to our work for the European Commission, we participate in Horizon Europe and Connecting Europe Facility (CEF) projects and international consortia involving a wide range of stakeholders. CE Delft adds value to these consortia through its independent position and its ability to bridge academic research, policymaking and market practice.

EU transport policy, regulation and market design

Our work is grounded in the European Commission Better Regulation Guidelines and Toolbox and includes Impact Assessments, evaluations, implementation studies, stakeholder consultation processes and market analyses. We combine transport, environmental, technical and economic expertise with energy systems analysis and life-cycle assessment (LCA) knowledge to support policy design and implementation. Maritime transport and international frameworks

Maritime transport represents one of the key challenges in European and international transport decarbonisation. CE Delft supports studies and policy development related to sustainable shipping, renewable and low-carbon marine fuels, port and bunkering infrastructure, shipping emissions, and maritime energy demand under both EU and IMO frameworks. Our work helps the maritime sector navigate the transition towards low-carbon shipping through expertise in fuels, infrastructure, emissions and international policy frameworks. Our work covers:

Economic assessment, pricing instruments, external transport costs

CE Delft has extensive experience in the economic assessment of transport systems, pricing instruments and the internalisation of external transport costs. Our work includes:

Carbon footprinting and transport sustainability frameworks

CE Delft coordinated the CountEmissions EU consortium, contributing to the harmonisation of transport emissions accounting methodologies across transport modes in the EU.

We support policymakers, sector organisations, companies and project consortia with methodological expertise related to transport emissions, carbon footprinting and sustainability frameworks for transport and fuel supply chains. Our expertise includes:
