Distance-based air passenger tax. Additional analysis for five airports

From 2027, the Dutch aviation tax will be based on flight distance. Higher rates will apply to relatively long-haul flights than to flights within the European Union and other short-haul destinations.

At the request of the Ministry of Infrastructure and Water Management and the Ministry of Finance, CE Delft, in collaboration with Significance, has conducted a more detailed assessment of the effects of this change. This study updates the impact assessment published in 2025.

The aviation tax rates in other European countries have been updated, and the effects have been broken down by airport: Amsterdam Airport Schiphol, Eindhoven Airport, Rotterdam The Hague Airport, Maastricht Aachen Airport and Groningen Airport Eelde. The assessment considers, among other things, the effects on passengers, flights, diversion to foreign airports, connectivity, airline profitability and CO₂ emissions. The effects have been calculated for 2030 and 2040 using the AEOLUS aviation model.

The results for individual airports are subject to greater uncertainty than those at national level. For example, shifts between Dutch airports have not been modelled separately.
