Effects of reduction measures for single-use plastic products

One of the commitments in the EU Single-Use Plastics Directive (SUP) is that member states to take measures to reduce the use of single-use plastic cups and meal containers. The Ministry of Infrastructure and Water Management has drawn up a ministerial regulation containing a number of measures. CE Delft was commissioned by the Ministry of Infrastructure and Water Management to estimate the potential impact of these measures. To this end, interviews were conducted with a number of parties that are affected by the policy or have experience abroad. This was supplemented by a literature review. This concerns is a reduction in consumption compared to a situation without the measures by the year 2026.

The proposed measures are as follows:

  • The use of single-use plastic cups and meal containers will be banned for on-site consumption unless the operator provides a system to ensure that an increasing percentage of such products are collected separately for high quality recycling.
  • The use of single-use plastic cups and meal containers will be offered for takeaway consumption and home meal delivery to the end user separately for a minimum price of €0.25. In addition, the operator offers a reusable alternative, including Bring Your Own.
