Effects of the Sustainable Mobility Programme. Calculations on regional policy package of MRDH (Metropolitan Region Rotterdam The Hague)

The Rotterdam-The Hague Metropolitan Region (MRDH) is working with 21 municipalities in the MRDH region to reduce CO2 emissions from the mobility sector. The main driver is the target of the MRDH to achieve 30% CO2 reduction by 2025 compared to 2015, as set out in the Accessibility Implementation Agenda (Uitvoeringsagenda Bereikbaarheid).

This study is an update of the previous impact study conducted in early 2022. The new calculations show that CO2 emissions will be 14.4% lower in 2025 compared to 2015. The figure below shows how the calculated emission reduction compares to the targets. The previous impact assessment estimated CO2 reduction of 14.1%. Although the effect is slightly higher than in the previous calculation, it can still be concluded that significant additional policies are needed to meet the 30% reduction target.

In addition to CO2 reduction, the measures of the MRDH’s Sustainable Mobility Programme deliver a 5.5% reduction in emissions of nitrogen oxides (NOx) and 3.4% reduction in emissions of particulate matter (PM2.5).
