At the request of Minister Hermans of the Ministry of Climate Policy and Green Growth, CE Delft (Frans Rooijers) investigated the possible steps the government can take with regard to private heat companies. The Collective Heat Supply Act (Wet collectieve warmte), which will be debated in the House of Representatives this spring, will require a minimum of 51% of heat supply companies in the Netherlands to be publicly owned (after a transition period). Consultations have been held with the relevant heat companies, network companies, provinces, municipalities, European Movement Netherlands (Europese Beweging Nederland, EBN), banks and the like. Our advice was submitted to Minister Hermans at the beginning of January 2025.
