Exploration of potential avoid and shift measures for energy savings in mobility

The Netherlands Institute for Transport Policy Analysis (KiM) commissioned CE Delft to analyse a selection of measures that could achieve energy savings within the mobility sector. This was carried out in support of an exploratory study on how to deal with energy scarcity.

The analysis concerns specific measures the national government can implement through avoid and shift strategies—namely, reducing mobility demand and/or shifting to other modes of transport. The measures focus on the sectors of domestic passenger mobility, domestic freight transport, and international aviation.

In this study, sixteen measures were examined and elaborated. This analysis is presented in Annex G (pp. 76–151). KiM used these analyses as input for the overarching narrative in Chapter 5.
