Factsheet | Progressive Air Ticket Tax

Under a progressive air ticket tax, the levy on flight tickets is determined by both the distance flown and the number of flights a person takes each year. As a result, frequent flyers pay more tax than those who take just one short flight annually.

The introduction of this measure would mean that higher income groups pay more annually, as they tend to fly more frequently than lower income groups. For the lowest income group in this study, the annual cost increase is minimal.

The measure could lead to an annual CO₂ reduction of 1.7 megatonnes at Dutch airports.
