Technologies or practises that improve the environmental performance of road transport are often not profitable for a haulier, but may nevertheless be desirable from a governmental and societal point of view. Governments may then implement policies that provide incentives to the industry, encouraging faster introduction of best available technologies and practices.
In this report, that was commissioned by the International Road Union (IRU), an overview is presented of the various government incentives for road transport either currently in place in the ECMT countries, or feasible but not yet applied. These include both monetary incentives such as road use charges that are differentiated to environmental performance of the vehicle and financial incentives for clean technologies, and non-monetary incentives such as the Austrian ecopoint system and exemptions from driving bans for cleaner vehicles. The effects of this variety of incentives are analysed and compared, and recommendations on possible improvements are provided.
