Options for equitable climate policy

Friends of the Earth-Netherlands (Milieudefensie) commissioned CE Delft to perform a study addressing three issues:

1. How are the costs of the government’s climate policy distributed across households and industry? In particular, what share of the costs would be shouldered by industry?
2. How can energy-intensive industry contribute financially, so industry can fund its own climate measures?
3. Elaborate several variants of a shift in the ODE renewable energy scheme such that industry bears two-thirds of the burden.
