One of the main aims of the Recovery and Resilience Facility (RRF) is to support the green transition by contributing to the Union’s 2030 climate targets and by complying with the objective of EU climate neutrality by 2050, as set out in the European Climate Law.
Overall, total estimated expenditure in sustainable mobility amounts to EUR 86.7 billion, this represents around 25% of the total green expenditure in the plans. This expenditure is matched with 77 reforms across the 27 member states. These initiatives include investments in public transport, development of alternative fuels infrastructure, and support for electric vehicles (EVs).
This research study analyses seven selected reforms supported by the RRF in Austria, Belgium, Greece, Spain and Finland. The selected reforms were at an advanced stage of implementation to allow the authors to gather first insights into their impact in the area of sustainable mobility.
Through desk research and a stakeholder consultation, the study provides estimates of CO2 emission reductions of four selected reforms by 2030 and a comparative analysis of three reforms regarding the mobilisation of private financing for investment in EV charging stations.
The study is conducted on behalf of DG ECFIN by ECORYS and CE DELFT. CE Delft is responsible for estimating the CO2 impact of selected RRF measures.
