Review Potamis+

As part of the Dutch Emission Projections for Air Pollutants (ERL), PBL commissioned TNO to develop the POTAMIS+ model. This model projects how air pollutant emissions from inland shipping in the Netherlands will develop, taking into account policies and other trends. PBL commissioned CE Delft to review the model.

For this review, we conducted interviews with experts in the field and carried out additional literature research. The review identified several areas for improvement that could improve the modelling and projections of emissions from inland shipping. These include:

  • emissions from auxiliary engines and boilers on tank vessels;
  • the impact of hydrotreated vegetable oil (HVO) on air pollutant emissions;
  • accounting for developments in passenger shipping.

The review provides a detailed assessment of the completeness and suitability of the current modelling approach for the purposes of the ERL. It examines the quality of the underlying assumptions and input data and makes recommendations on which policy developments and exogenous factors should be considered in the further development of the model.
