The City of Rotterdam introduced a zero-emission zone (ZE zone) for vans and lorries on 1 January 2025. The ZE zone contributes to reducing greenhouse gas emissions and air pollutants from urban freight transport. Progress towards the air quality targets is monitored and forecast annually.
These forecasts are important for determining whether current policies are sufficient to meet the European air quality targets for 2030. To account for the impact of the ZE zone, a NOx scaling factor is applied to traffic within the zone. This factor represents the ratio of NOx emissions with the ZE zone in place to those that would occur without it.
The current scaling factors are based on a generic methodology developed by TNO. This study provides a more Rotterdam-specific estimate of the hare of kilometres driven by zero-emission vehicles and the corresponding scaling factors, based on actual vehicle visit patterns within the ZE zone.
