Socio-economic effects of nitrogen measures: for construction, mobility and industry

Within the Monitoring and Evaluation Programme of the Nitrogen Reduction and Nature Improvement Programme of the Planbureau voor de Leefomgeving (PBL), the report ‘Socio-economic effects of nitrogen source measures and nature measures’ has been prepared.

Previously, CE Delft explored the socio-economic effects of four measures and produced fiches for them. These measures are:

  • Exploration of adjustments to Best Available Techniques;
  • Clean and Emission-Free Construction Programme;
  • Subsidy scheme for the sustainability of inland vessels;
  • Temporary subsidy scheme for shore-side electricity for seagoing vessels.

In this exploration, these four fiches have been updated on the basis of the most recent information. In addition, the socio-economic effects of two further measures are explored and fiches have been added. These concern the following measures:

  • Subsidy Scheme for Accelerated Climate Investments in Industry (VEKI);
  • Industrial companies under the peak-load approach.

The findings from this exploration have been integrated into PBL publications. Sociaaleconomische effecten van stikstofbronmaatregelen en natuurmaatregelen en Monitoring en evaluatie van het Programma Stikstofreductie en Natuurverbetering: Syntheserapport 2026. Both reports are only available in Dutch.
