The Municipality of Haarlem aims to reduce CO2 emissions from mobility by 33% by 2030 compared with 2017. CE Delft examined whether the municipality’s current mobility measures are sufficiently effective and cost-efficient to achieve this target.
The analysis shows that Haarlem is on track. By 2030, CO2 emissions are expected to fall by 55 kilotonnes, representing a 51% reduction compared with 2017. Most of this reduction, approximately 49 kilotonnes, will result from national and European policies. The municipal measures examined could deliver an estimated additional reduction of 6 kilotonnes, provided they are implemented on time and are not weakened.
The measures contributing most are the zero-emission zone for freight vehicles and delivery vans, the promotion of car sharing, and the introduction of paid parking through parking permits. Cost-effectiveness varies between measures. The results help Haarlem make decisions on implementation, prioritisation and further opportunities to reduce emissions from mobility.
