The Netherlands Environmental Assessment Agency (PBL) asked CE Delft to help forecast trends in the electric van fleet between now and 2030 for an interim update of their “Welfare, Prosperity and the Living Environment” (WLO) report. Based on Total Cost of Ownership calculations, two scenarios were drawn up: WLO High and WLO Low. In WLO High, electric van sales increase significantly in all weight classes, largely as a result of technical improvements and a lower price tag and the climate policies driving such developments. In WLO Low, sales remain substantially lower, particularly in the heavier classes, owing to more sluggish technological development and less support for robust climate policy.
