The municipality of Utrecht asked CE Delft to investigate a realistic amount of indoor costs associated with typical renovation of dwellings towards district heating systems. We compared example studies from other Dutch municipalities (Amsterdam, Rotterdam) and found that higher indoor costs of € 16,200 are more realistic than the € 6,200 on which the initial assumptions of Utrecht were based. Indoor costs can vary per specific dwelling.
