Who gains from climate policy?

This study analyses how the benefits of climate policy are distributed over low-income and high-income households. In this context, ‘benefits’ are defined as all subsidies and tax breaks associated with the energy transition and climate policy. Examples include the SDE+ renewable energy subsidy, grants for home insulation and the tax breaks for grid feed-in of renewable energy.

The key question addressed in the study is: what is the relative magnitude of the sums received or paid less by low- and high-income households when it comes to the subsidies and tax breaks associated with climate policy?
