Smart use of smart meters

Since the start of 2015, grid operators have begun rolling out smart meters on a large scale in the Netherlands and by 2020 they will have been supplied to over seven million households. The smart meter is considered a key component of the energy systems of the future and will allow consumers to take specific actions to reduce their energy consumption. This study, commissioned by the Netherlands Enterprise Agency (RVO) and the Ministry of the Interior and Kingdom Relations (BZK), examines the options for encouraging use of smart meters within the policy remit of (above all) BZK, with the ultimate aim of achieving improved household energy efficiency. Based on a desk study and a working session with officials from the ministries of BZK and Economic Affairs, an extensive review of options has been drawn up. These span a multitude of policy areas, particularly at BZK, are highly diverse and have varying impacts in terms of improving domestic energy efficiency. This report provides further detail on ten of the most promising options.
