This report analyses the options for a collection system for cans if they become subject to a deposit from 31 December 2022 onwards. We compare the option of adding cans to the existing collection infrastructure at supermarkets with the proposal of the Packaging Waste Fund (Afvalfonds Verpakkingen) to collect cans near supermarkets.
Conclusion For consumers, convenience is an important factor towards achieving a high rate of collection and reducing waste. Adding the collection of cans to the existing system is the most convenient option for consumers because it is in line with existing habits and does not require two different systems. Returning cans near supermarkets involves risks, as consumers will have to spend more time and effort and not all supermarkets will have this option nearby. There are risks of vandalism or blockages if the unmanned system breaks down.
