The municipality of The Hague has formulated an ambition for its climate targets. Our analysis of the effect of autonomous national policies and the additional local policies shows that the 33% reduction of CO2 emissions with reference to 2022 is possible, but the ambition of 100% reduction in 2030 cannot be achieved with the current policy mix.
The built environment accounts for the largest contribution to the CO2 emissions, followed by the mobility sector.
The local vision on heating transition (Transitie Visie Warmte, TVW) has the biggest impact on the emission reduction in the built environment. This impact will be felt for the most part beyond the year 2030. The direct impact of building insulation steps on the emission reduction is relatively small. However, the insulation of dwellings is prerequisite for the transition towards heating methods that do not rely on natural gas.
