Effects of the ToU Network Tariff for Small Consumers: On Households and Energy Suppliers

Netbeheer Nederland is working on the design of a new network tariff for small consumers¹, such as households and non-residential connections including shops, offices, healthcare facilities, schools and hospitality venues. Energie‑Nederland aims to increase its understanding of this new tariff, specifically regarding its effects on households and energy suppliers.

In this study:

• online surveys were conducted among 1,041 consumers;
• twelve in-depth interviews were carried out with consumers to further explore the quantitative results from the surveys;
• interviews with energy suppliers and additional analyses were conducted to understand the effects on energy suppliers.

This study results in recommendations for the implementation of, and communication about, the proposed new network tariff.
