Greening of fuel in the waters of Bonaire

In April 2021, a motion was passed in the Lower House of the Dutch Parliament to map out the advantages and disadvantages of different types of fuel consumption in the waters of Bonaire. This motion contains a comparison with Emission Control Areas (ECAs), such as apply to the North Sea area, which reduce pollution from shipping.

No such regulation currently applies to Bonaire. In this report CE Delft therefore examines, at the request of the Ministry of Infrastructure and the Water Management, what effect the greening of fuel would have by introducing an ECA around Bonaire, possibly in combination with surrounding islands. The main advantages, disadvantages and risks are identified and the feasibility of submitting an ECA application to the International Maritime Organization (IMO) is examined.
