Policy measures for a circular economy. Advice for the municipality of Molenlanden

Although the municipality of Molenlanden has various intentions regarding a circular economy, its policies are largely in the process of being formed. The municipality commissioned CE Delft to research which policy measures for a circular economy would enable it to achieve the greatest impact.We examine issues relating to goods and textiles, food, household waste and construction. For these issues, we discuss:

  • What is driving the current environmental impact?
  • Which circular strategies are most effective in reducing this environmental impact?
  • What action can the municipality of Molenlanden take?

We conclude that:

  • Significant gains can be made by focusing on the sustainable/circular procurement of civil and hydraulic engineering and real estate.
  • Most environmental gains are derived from measures over which the municipality has a major influence and which have a high carbon impact.
  • Measures with low/moderate impact or influence may also be of interest, for example if there is strong support for them or if they can be implemented with limited effort/low cost.
  • It is useful to combine circular measures, such as standardisation combined with facilitation.
  • It is also important to create framework conditions, such as providing information, making plans and monitoring progress.
