CE Delft was commissioned by the Dutch ministry of Economic Affairs and Climate to review the cost-effectiveness and efficacy of the Renewable Energy Surcharge (ODE) over the period 2013-2020 in light of its aim: to serve as a transparent funding mechanism for the Renewable Energy Incentive Scheme (SDE). Although energy conservation is not one of the ODE’s aims, we also determined the overall energy-efficiency incentive in combination with the energy tax. It was also examined how funding for renewable energy incentivisation is organised in other countries.
