The Netherlands reports its national greenhouse gas emissions annually to the EU and the UNFCCC in the National Inventory Report (NIR). The UNFCCC systematically monitors global CO2 emissions as part of its commitments under the Kyoto Protocol. CE Delft was asked to review the Energy chapter of the 2022 NIR report.
In our review, we paid attention to transparency, accuracy, consistency, comparability and completeness. These are the five quality criteria also used by the UNFCCC. We found the information contained in the Energy chapter of the NIR report to be of good quality. We suggested improvements on a number of points and identified a number of ambiguities, where the method or the declaration of emissions could be explained better.
