Study of time-dependent grid tariffs for large consumers

Over the past few months, CE Delft has conducted a study into five variants of time-dependent grid tariffs for Netbeheer Nederland. This involved identifying 21 sectors representing Dutch consumers and carrying out detailed modelling of future energy consumption and flexibility potential. We can draw the Time-dependent grid tariffs: increasing system efficiency and cost reflectivity following four conclusions from this.
Time-dependent grid tariffs: increasing system efficiency and cost reflectivity
It is likely that time-dependent grid tariffs will result in parties shifting more electricity consumption to off-peak times. This will reduce the load on the grid in the future. In addition, time-dependent grid tariffs will increase the cost reflectivity of grid tariffs, as periods of high grid load become more expensive and periods of low grid load become cheaper.
Energy cost management is essential for reducing grid impact and energy costs with time-dependent and current grid tariffs
The management of energy costs for grid tariffs and electricity costs will result in significant cost benefits for some sectors, even under the current fixed grid tariffs. It is essential that parties ensure that the positive net impact is actually achieved through flexibility, investment and smart software.
Time-dependent grid tariffs do not lead to excessive changes in grid costs for businesses
Time-dependent grid tariffs ensure that some parties pay slightly more and others slightly less than would be the case under fixed tariffs. The study shows that costs in the 21 sectors studied will increase or decrease to a relatively limited extent (-10% and +10%), even for parties that are unable or unwilling to manage their energy consumption. The new measures will therefore not lead to a significant increase in costs for specific groups. The total annual income of the grid operator will remain unchanged.
Focus on time-dependent kWh and kWmax
This study shows a clear preference for time-dependent kWh and/or kWmax grid tariffs over a time-dependent kW contract. For a time-dependent kWh tariff, consideration should be given to introducing this for all parties, including larger parties. For a time-dependent kWmax tariff, it is advisable to create additional scope in the contracted transport capacity at periods of low grid load.
