The Ministry of Infrastructure and Water Management (IenW) aims to operate fully climate-neutral and circular by 2050. The CO₂ Performance Ladder is an important instrument for IenW to structurally reduce emissions and translate climate ambitions into concrete objectives and measures.
In 2025 and 2026, CE Delft supported IenW in its transition to Handbook 4.0 and its certification at Level 2. Among other things, we carried out the analysis of Other Controllable Emissions (OBEs), the Influence and Impact Analysis (I&I Analysis) and the Value Chain Analysis. We also supported IenW in formulating energy-saving objectives. Our support contributed to IenW achieving Level 2 certification in July 2026.
Drawing on our knowledge of the CO₂ Performance Ladder, we consolidated the available information, carried out the necessary calculations, and translated the standard requirements into coherent and verifiable deliverables. To provide this support in a targeted manner, we first assessed the existing CO₂ management system of IenW, which complied with Level 5 of Handbook 3.1. This enabled us to identify the changes and additions required to meet the requirements of Handbook 4.0.
