About Joost

I am an experienced economist currently working as a senior/researcher at CE Delft’s Economics department, with a Master’s degree from Tilburg University in 1996.  For many years, I have long been active in the field of energy transition and climate change. In the past, I was a member of the Dutch delegation at the Ministry of Economic Affairs (the Directorate General for Enterprise) during COP 5 and 6 in 1999 (Bonn) and 2000 (The Hague), and responsible for Article 17 of the Kyoto Protocol, International Emissions Trading.

I also worked on the draft EU ETS, the European Emissions Trading Scheme. I have written several articles on this topic, including on design flaws during phase 1 (2005-2012) and on the impact of the merit order on the CO2 price. My book ‘Carbon Trading & Pricing’ was published in London in 2005 and it was translated into Japanese in 2008. I have also conducted extensive research on power grid reform, power plant acquisitions and green innovations.
