Climate-Neutral Amsterdam: 2025 Update

The Municipality of Amsterdam, like the European and national governments, has set itself an ambitious climate target for 2030. The Amsterdam coalition agreement for 2022–2026 states:
“We continue to strive for a 60% reduction by 2030 and will proceed with the Climate-Neutral Roadmap.”

Since 2020, CE Delft has conducted annual assessments of Amsterdam’s climate policy. Based on the 2025 assessment, the city is not yet on track to meet its climate target. However, greenhouse gas emissions in 2030 are expected to be 46% lower than in 1990.

In the 2025 assessment, we have for the first time categorised the remaining greenhouse gas emissions by budget programme and explored the City of Amsterdam’s scope for action. We have indicated which emissions the municipality can reduce directly and where the responsibility lies elsewhere, in which case the municipality may take on a more supportive or facilitating role.
