The Dutch greenhouse horticulture sector aims to be climate neutral by 2040. An important intermediate step is to limit residual emissions to 4.3 megatonnes of CO₂ equivalents in 2030, as specified in the Greenhouse Horticulture Energy Transition Agreement 2022-2030 (Convenant Energietransitie Glastuinbouw 2022-2030). CE Delft has studied the extent to which these goals are achievable, taking into account the time needed to develop the energy infrastructure.
According to the study, the greenhouse horticulture sector’s climate goal for 2030 is only achievable under the most favourable conditions. If the development of energy infrastructure does not proceed at a faster pace, this will impede the achievement of the goals. In order to achieve the goals and realise the ambitions that have been set for the sector, the development times for energy infrastructure must be shortened.
The report was sent to the Lower House in April 2025 as an appendix to the letter to parliament on the development of energy infrastructure for making greenhouse horticulture more sustainable.
