Hoeksche Waard municipality to become energy neutral by 2040? Audit office study

The Hoeksche Waard municipality aims to be 100% energy-neutral by 2040. CE Delft was commissioned by the audit office of Hoeksche Waard to examine the extent to which the municipality is on track to achieve this goal with its current policy. To this end, CE Delft conducted a study into the effectiveness and efficiency of the climate policy of Hoeksche Waard.

CE Delft also considered the status of climate adaptation in the municipality in a short case study analysis. We also investigated best practices of other municipalities, including the Goeree-Overflakkee municipality.

Based on our study, the audit office has concluded that the Hoeksche Waard municipality has not specified its short-term goals. In addition, no measurable indicators with target values ​​and years have been included for various goals, making progress difficult to monitor. The concept of ‘energy neutrality’ is also not clearly defined in various policy documents.
