The Municipality of Deventer aims to achieve at least a 55% reduction in CO₂ emissions by 2030 compared with 1990 levels. It is working towards a more ambitious target of 60% reduction. By 2050, the municipality aims to be climate-neutral.
In 2024, CE Delft assessed the measures set out in the Municipality of Deventer’s Energy Vision Implementation Programme. CE Delft has now updated the original study using the latest emissions data and recent developments in national and municipal policy, providing an up-to-date picture of progress towards the municipality’s climate targets.
Our assessment using the CEGEM model shows that the municipality is now on track to meet its targets for 2030. The study indicates that the current plans will deliver a 59% reduction in emissions by 2030. To plan for a 60% reduction by 2030, a further reduction of approximately 6 kt of CO₂ is required.
The municipality is also making progress towards its 2050 target, with an anticipated 89% reduction in emissions compared with 1990 levels. However, additional policy measures will still be needed to achieve climate neutrality by 2050.
In addition to forecasting emissions, the study provides insight into the investment costs associated with potential additional measures.
