Leiden’s energy transition in the built environment. Reflecting on policies and looking ahead to 2030

The municipality of Leiden asked CE Delft to calculate the effects on greenhouse gas emissions of its implementation agenda for the Energy Transition Built Environment 2020-2023. The municipality of Leiden intends to take the lessons learned from this evaluation into account when drafting a new implementation agenda in 2023. This study shows that for the built environment sector, the municipality of Leiden is expected to achieve around 50% reductions compared to 1990 by 2030.

Much of this reduction is due to national campaigns and laws and regulations. The contribution of the municipality of Leiden depends to a large extent on whether the municipality implements its intended policies from the transition vision for heat as planned.
