Mission-oriented innovation in the mobility system

Mission D+ is the multi-year mission-oriented innovation programme for sustainable, inclusive and future-proof mobility in the Netherlands. For eight innovation themes, the Ministry of Infrastructure and Water Management has commissioned CE Delft to carry out a strategic impact analysis. This analysis serves to substantiate the prioritisation of these innovation themes within the Mission Programme.

The analysis shows that Mission D+ has the potential to generate significant societal impact, particularly because the programme focuses on systemic changes that are unlikely to materialise sufficiently without public direction. The additional value of Mission D+ is greatest where societal benefits are high but private incentives are limited, and where market failure occurs due to high transaction costs (for example, in collaboration involving many parties). In themes where numerous sustainability initiatives exist in the market, such as electrification and digital mobility, the added value of Mission D+ lies primarily in safeguarding public values and establishing clear standards.
