In partnership with the municipality of Rotterdam, CE Delft has developed a methodology to monitor the effects of procurement on circularity within the civil and hydraulic engineering (GWW) (infra) sector. This will enable the Rotterdam municipality to manage circularity and chart progress on circularity ambitions.
The methodology includes both impact and process monitoring. Data for these indicators is provided by contractors via an online input module in CSRI software. The key performance indicators (KPIs) that are monitored are based on insights from Platform CB’23 and The New Normal (Het Nieuwe Normaal), among others.
The implementation of the methodology is currently being tested in the pilot project phase at the Rotterdam municipality. Monitoring may be extended to other procurement groups in the future, such as foodstuffs, real estate and ICT. The focus is first and foremost on real estate.
