Commissioned by the Ministry of Agriculture, Food Quality, Fisheries and Nature (LVVN), CE Delft has compiled the key indicators and process questions for monitoring the procurement of catering and beverage services. The report forms the basis for an ‘CSR Monitor’ within central government, which will enabel better monitoring of the sustainability performance of food and beverage procurement.
Various themes of sustainable procurement (in other words: Green Public Procurement, GPP) are addressed, including: climate impact, protein transition, circularity (prevention of food waste, vending machines and packaging), healthy food supply, supply chain responsibility (certification schemes, due diligence and fair trade), and social return.
The scope and desired data are described for each KPI. The data request is aligned as much as possible with data that is already monitored by suppliers themselves, in order to avoid additional administrative burdens and to facilitate internal control.
This monitoring framework is aimed at national government. It can also serve as inspiration for contracts outside central the national government, although the feasibility in such contexts requires further assessment.
