The target of the Dutch government is to ensure that plastic packaging will no longer be made from primary fossil raw materials by 2050. To achieve this, many policies are already being introduced and announced, such as the upcoming European Packaging and Packaging Waste Regulation (PPWR), which includes standards for the use of recyclate in packaging and requirements for circular product design. Despite the policies introduced and planned, there is still a long way to go to achieve the 2050 target. This report, prepared by CE Delft on behalf of the Netherlands Environmental Assessment Agency (PBL), therefore describes suggestions for additional policy instruments to achieve a circular packaging chain.
