Reduction of Greenhouse Gases through Circular Measures

The Dutch Ministry of Infrastructure and Water Management (I&W) has asked CE Delft to provide an estimate of the CO2 emission reductions from four potential policy instruments to promote circular measures. These measures could contribute to the government’s goal of achieving a 55% reduction in CO2 emissions by 2030. The measures are as follows:

  1. Temporary support for unprofitable circular projects.

  2. Standardising reuse and recycling in construction.

  3. Promoting repairs through a repair bonus.

  4. Adding the residual waste incineration (AVI) sector to the EU-ETS. This report presents the results.

When estimating emission reductions, we made a distinction between global emission reductions and emission reductions within the Netherlands. Circular techniques are characterised by reducing emissions across the entire value chain of materials and products (from raw material extraction to combustion). Although it does not matter for the climate, it is relevant for the 55% reduction target which part of the reduction can be attributed to the Netherlands. Therefore, both domestic and global emission reductions have been calculated.
