Roadmap development for Facility Management

What sustainable trajectory should central government offices follow for key product groups towards 2028, 2030 and 2035?

These factsheets translate this question into concrete targets and actions. For eight priority product groups, SMART targets are defined to guide both policy and implementation: workwear, catering, indoor green facilities, waste management, office supplies, logistics services, cleaning services, and the workplace facilities.

The results have been used by the Ministry of the Interior and Kingdom Relations to shape the government-wide Facility Management Roadmap. Moving beyond a focus on climate and circularity, the analysis adopts a broader sustainability perspective aligned with CSRD, including biodiversity, social value chain impacts, and user-related effects.

The recommendations are based on current scientific knowledge and are ambitious yet realistic. It is up to the central government to align these with policy goals and market developments.

Each factsheet includes:

  • SMART targets;
  • practical steps and interventions;
  • identification of trade-offs and rebound effects;
  • practical steps and interventions;
  • links to cross-cutting themes such as transport, social return, and behaviour.
