Solutions for the spatial incorporation of solar PV

The ‘Solutions for the spatial incorporation of solar PV’ report provides an overview of practical opportunities and bottlenecks and potential problem-solution approaches.

The development of solar on household rooftops, large roofs and on agricultural land has seen tremendous growth in recent years. The central government, provinces, municipalities and water boards have agreed on the multifunctional use of locations for solar energy generation in the preferred solar order. Greater use will be made of solar energy, including on unused roofs and facades, and only exceptionally on agricultural or natural land for new solar projects. However, large-scale development is still struggling to get off the ground. There is a lack of shared insight of the challenges projects face.

CE Delft organised four knowledge sessions in collaboration with the Solar Generation Helpdesk of the Netherlands Enterprise Agency (Rijksdienst voor Ondernemend Nederland) and the Regional Programme for Energy Strategy (Nationaal Programma Regionale Energiestrategie). During these sessions, we worked with experts from various backgrounds to identify key opportunities, bottlenecks and problem-solving approaches based on concrete practical experiences. To give structure to this, we have developed a canvas showing the main phases of project development of solar PV and multifunctional use of space. The canvas (downloadable separately) was completed by participants during the knowledge sessions, but can also be used as a tool to gain more insight into the project and to identify and structure potential bottlenecks and solutions.

We analysed the experiences and translated them into five concrete problem-solving solutions that answer the question: “What is needed to develop more solar PV on social real estate, business parks, car parks and water?”
