CE Delft conducted a study into the progress of the energy transition in the municipality of Pijnacker-Nootdorp, commissioned by the Pijnacker-Nootdorp audit office. This study focused on the extent to which energy policy objectives are achieved effectively, efficiently and according to the rules (effective, efficient, lawful). We also analysed the involvement of the municipal council in the energy policy.
The study concludes that municipality is reasonably on track with energy transition. For example, the municipality’s policy focuses on sectors where there are the most gains to be made through energy savings and insulation, namely greenhouse horticulture and the built environment. The municipality also cooperates well with local and regional organisations in implementing the energy transition. However, it is unclear whether it will achieve the 49% CO2 reduction target with the current policy. This is partly because of a lack of insight on some issues.
Based on the study, the municipality has made several recommendations. These concern preparing a climate budget, more attention to energy sources other than solar energy, more attention to making the transport sector more sustainable, including greenhouse gases other than CO2 in policies, more consistency in monitoring the effects of policies and better communication with the municipal council.
