Additional costs and the impact of the blending obligation for green gas

In this report we calculated the additional costs of the blending obligation for green gas and described its impact on different types of households, businesses and civic organisations. The blending obligation requires gas suppliers to ‘blend’ a certain proportion of green gas into their gas supplies to the built environment and industry not covered by the EU Emissions Trading System (ETS1). The blending obligation is planned to be introduced by 2026, with an increasing obligation towards 2030. The effects are described for the year 2030. The blending obligation is intended to boost domestic green gas production to contribute to CO2 chain emission reduction.

The report was submitted to the House of Representatives by Sophie Hermans, the Minister of Climate Policy and Green Growth, on 13 January 2025.

* This study is based on the blending obligation as described in the letter to the House of Representatives in February 2024.
