In 2023, following the agreements set out in the Climate Agreement, several elements of the energy-saving obligation were updated. The main objective of the study commissioned by the Netherlands Enterprise Agency (RVO) is to gather the lessons that can be learned so far from the adjusted energy-saving obligation in 2023, so that these can be taken into account in the update of the energy-saving obligation in 2027.
The following questions are central to the evaluation: – To what extent are the various elements of the updated energy-saving obligation effective and efficient? – What works well and where is there scope for improvement? – What lessons can be learned from the process leading to the adjustments of the obligation?
