Evaluation of Deposit Scheme

The deposit scheme was expanded to include small plastic bottles in July 2021 and it will be expanded to include cans in April 2023. The aim of these measures is to reduce the number of cans and bottles in litter and to increase the collection of high-quality recycling (collection efficiency of at least 90%). CE Delft and Utrecht University were commissioned by the Ministry of Infrastructure and Water Management (Ministerie van Infrastructuur en Waterstaat) to evaluate the effectiveness and impact of the current deposit scheme for plastic bottles and cans. Policy options that can contribute to increasing the effectiveness and impact of the scheme have also been identified.

In the study, we conclude that the deposit scheme is effective in reducing litter, but we also note that the proposed collection targets have not yet been achieved. We have identified seven policy options to improve the efficiency of the deposit system. Such measures, along with habit formation and actions already initiated by Verpact and other parties, can contribute to a higher collection rate and less litter. These measures could also contribute to consumers experiencing the deposit system more positively.
